My dear Grindle,
I am rather at a loss as to how we are expected
to reply to your letter 52711/28 of January 31st,
regarding Lieutenant-Commander C.M. Faure's memorandum
on piracy in South China, which we sent to you with
our letter F 4679/41/10 of the 25th May last. We
certainly would not propose to the Admiralty to
discontinue his employment as Intelligence Officer
at Canton and if such a proposal were made from
elsewhere, then I think, as regards this memorandum
and on the strength of the evidence so far available,
we would have to speak in his defence.
For the Governor of Hongkong produces no evidence
with which to rebut Commander Faure's remarks. Mr.
Hallifax, Secretary for Chinese Affairs, admits that
his "main facts are accurate", but says that his
"policy of the Hongkong Government" seems merely
